Philippine financing company Global Dominion Financing Inc. has launched GLOW, or "Giving Limitless Opportunities to Women," a program that combines loans with community support for women-led micro, small and medium enterprises (MSMEs). The program was announced in late August 2026.

The company cited data showing that women-led businesses make up about 66% of Philippine MSMEs, but that only about 4% of them have formal access to financing.

The program has two parts. The GLOW Loan can be used for working capital, equipment, vehicles, land and business expansion. It is open to women sole proprietors, partnerships with at least one woman partner, and corporations where a woman serves as a director, stockholder or authorized representative. For established businesses, employment income or remittances can be counted alongside business revenue, and spouses, partners or immediate family members can act as co-borrowers.

The second part, GLOW Community, offers workshops, networking, mentorship and promotional opportunities, and is open to aspiring entrepreneurs as well as current and former clients. Global Dominion said it plans to hold a GLOW Summit, GLOW Awards and GLOW Expo. The program is available nationwide through the company's branches and digital channels.

"Women have always been the backbone of so many Filipino businesses and households," said Samuel Cariño, President and CEO of Global Dominion. "This is more than a loan product. It's a commitment to walk alongside every Filipina entrepreneur we serve."

Eleanor Yap, General Manager of the company's Enterprise Division, said: "We built GLOW around how women actually run their businesses," adding that "access to capital should come with access to community."

About Global Dominion

In 2025, Global Dominion reported assets of ₱18.6 billion and net income of ₱882 million, having extended ₱11.82 billion in loans to 28,985 borrowers through 196 branches. The company said GLOW brings its existing support for women-led businesses together under one dedicated program.

A wider trend

GLOW is part of a growing wave of financing aimed at Filipina entrepreneurs. In September 2026, Citi and Germany's development finance institution DEG signed a co-financing loan of more than ₱1.5 billion to microfinance lender OnePuhunan to expand lending to underserved women entrepreneurs. Earlier in the year, the International Finance Corporation committed up to $60 million to OnePuhunan, to be lent exclusively to women-owned or women-led rural micro-enterprises.
